Ship a build

Version bump

Staging bumps the version, cuts release/x.y, auto-deploys to Firebase App Distribution, and releases every backend to the staging stack. Production promotes a staged release: pre-flights (digest ledger, QA sign-off, E2E), then the prod deploy + Play upload workflows are dispatched. They pause for approval only if the production environment requires reviewers.

Pick which published release each backend runs on. Only images already in the shared registry can be pinned; the rest are disabled. Queue changes, then Apply — a newer release is a cherry-pick, an older one a rollback.
